how to determine if a test environment is approritate?

Before going to do the test in test Environment we should to a smoke test or sanity test for the system in Test Environment. Here we can determine the deployment of the code to Test Environment is proper or not and we can finalize can we execute the cases or not. I guess this is the one of the method to determine the appropriate Test Environment.

If there are any procedures pls let me know.
